Job announcement                                    

The Decentralized Management of Skills Training Project in Ukraine (DMSTP) aims to support the implementation of a decentralized management model for the Ministry of Labor and Social Policy to coordinate skills training in Ukraine by empowering regional authorities to design and implement programming in response to the demonstrated needs of stakeholders such as labour unions and associations of industries and entrepreneurs.

The project is funded by the Canadian International Development Agency (CIDA) and administered by the Association of Canadian Community Colleges (ACCC) and the Saskatchewan Institute of Applied Science and Technology (SIAST). Project duration: May 2005 – December 2009.

The DMSTP is looking for:

Project Officer

·         Under the general direction of the Field Coordinator (FC), the Project Officer (PO) provides program services within the Kiev Field office of the DMSTP working with the MOLSP and its partners in Kyiv and in pilot areas; supports the FC in all program activities; provides services, training and consulting support to local partners and external agencies/ organizations, as directed. The PO will be responsible for the project activities in Kyiv and pilot regions and for assessment and reporting on their results; supervise local staff/consultants; liaison with project stakeholders; assists PM and PC to prepare quarterly and annual budget reports and expenditure estimates; prepares monthly, quarterly and annual plans for project activities; supervises work of project working groups and assists to delivery of Canadian technical assistance to Ukrainian counterparts.. Prepare reports and correspondence; attends meetings and prepare minutes

Requirements:

            University degree or comparable educational credentials;
           
Fluent Ukrainian, Russian and English;
           
Excellent writing and analytical skills;
           
PC literacy (MS Word, Excel, PP, Internet Explorer)
           
Experience of work in international projects, preferably with CIDA-supported initiatives;
           
Knowledge of Ukrainian educational and municipal/government environment;
           
Demonstrated leadership skills and ability to work in team;
           
Ability to travel within Ukraine, good communication skills;

Project Assistant.    

·         The Project Assistant (PA) contributes to the overall implementation of DMSTP by ensuring the efficient and effective operation of the Kiev Office, by supporting project delivery and by ensuring efficient and effective liaison with a wide variety of external offices and agencies. PA provides all support functions to the project office; type and format documents; support Canadians on short term assignment to DMSTP; liaison with staff of the MOLSP, Canadian Embassy and other project partners as required; interact with external agencies and organizations to procure required information, documentation or services, at direction of FC; establish and maintain office operations and information and records systems; prepare / record minutes of meetings; recommend and execute purchase of office supplies and services; ensure office equipment is operating and maintained; make travel and meeting arrangements;; establish and maintain office financial systems including purchasing, invoicing, petty cash, cash disbursements, records and financial reports; perform other related duties as assigned.

 Requirements:

            University degree or comparable educational credentials;
            Fluent Ukrainian, Russian and English;
            Excellent writing and taping skills;
           
PC literacy (MS Word, Excel, PP, Internet Explorer)
           
Experience of work in international projects, preferably with CIDA-supported initiatives;
           
Experience of work in office management and/or office administration;           
            Knowledge of basic accountancy;
            Good communication skills.

Project consultant.

The project consultant (PC) provides a support to the project’s staff and stakeholders by developing analytical and training materials and providing baseline data for the on-going project implementation and monitoring. The PC develops a baseline survey of the educational and re-training systems in Ukraine, on main trends and state of the Ukrainian regional labor markets (with focus on pilot regions); compiles data on regional labor markets and main trends on the labor markets in context of the Ukraine’s future accession of WTO and EU; analyses the main challenges of the Ukrainian professional re-training system, its standards and performance indicators; develops training materials and provides training workshops for the practitionaries of the MOLSP on regional strategies and regional labor market analysis; provides consultations to local project staff on the issues of planning and human resource development.

Requirements:

Experience of work with the Ukrainian regions and municipalities on strategic planning and human resource development; work for similar to DMSTP projects; proven experience in developing analytical materials and delivering training workshops.

English would be an additional preference but not a requirement.
